Oscar joined IDE with more than 15 years of experience working with national and international NGOs in technical and management roles. Prior to joining iDE, he worked at Right To Play International as the regional coordinator for monitoring, evaluation, and learning in the African region. At iDE he served as the monitoring, evaluation, and learning coordinator for the Tilple Resilience Project, and now manages the Rural Energy for Rural Development Program, funded by Enabel. Fluent in Portuguese and English, Oscar holds a PhD in planning, statistics, and population studies from the University of Cambridge, a master's in community development from the University of Pretoria, and a Bachelor's in Legal Sciences from Africa University in Zimbabwe.
